I don't think you'd be able to use a restlet as the protocol has a lot of
back and forth talking.  However, if you don't want to run an external
server like james, you could use something like MailCatcher [1] which is a
small embeddable server, that uses the Mailet API that James  uses.

Ironically - my last gig used Apache James as the driver of their email2sms
product range of services.
