As part of clearing Restlet v1.4 through our legal team to include it in our product, we did code scans of the javax.xml.stream package. The license.txt shows that the bundle is licensed under CDDL, but the code scans show that the source contains the BEA license. Does the CDDL license that's found in the bundle override the BEA license that's found in the source?
