Having a well thought out description for the about pages on meetup.com is usually great first step. I became a member last night, as soon as my dues are paid, I will begin reaching into the community and seeing what we will be allowed to do, who we can advertise this to, how we can advertise it, etc. I will talk to Torrie today about when we would be able to hold a meeting since I can't remember what else is going on the next two weeks at SYN/HAK.
