I am aware of the text in the Bylaws, Section 5.3, but deferred to older
members for guidance.

Perhaps I was mis-informed about the need for a proposal.

Since I first introduced the idea of a reduced rate for seniors last
December, every member that I have discussed it with implied or outright
stated that a proposal to the membership was the way to make it happen.

Torrie Fischer was going to introduce it months ago, but she kept putting
it off or moving it down her list of priority items.

It was discussed several weeks ago at an impromptu meeting at SH.  Becca,
Steve R, Torrie, Mike G and others were present.  Everybody was talking
like it had to be introduced as a formal proposal.

Whatever it takes to make it happen, let's do it.

I am ready, willing, and waiting to make my first quarterly payment, once
it has been approved.
