Something tells me you should try some other way than cflocation to open it.
I tried it and it seems buggy where just a clickable link to it opens fine
with no message like the one you describe. This is just my instinct though
so I don't know if that is the real issue or not.

We are giving the user access to the database on the file system - this
purpose of this app is to better organize all of the various files this
department uses - information pertaining to the file (name, subject matter
expert, etc) is displayed and there is a "launch" button to open the file in
it's native app (like ms access or excel).....

What is your intent for the user to be able to do?  Are you giving them 
access to the database on the file system or do you want them to just 
query 
the database?
