I've had that happen before and the fix I usually found for that was to open in a new window but that is a different issue than this. When that happens there is no error message associated, just a bunch of weird characters. The issue I am having is actually throwing an Adobe error message that reads "the file is damaged and could not be repaired".
In my debugging process, I created the document in Flashpaper and it is displaying.
