FMS might be easier, and I'd use if I thought it would work with my app.
Ultimately, I'm trying to record high-quality audio. Flash will usually over
compress the audio, plus you may not have enough bandwidth to get the audio
cleanly to the server without dropouts.
If you're sitting on a T3 line, and could get Flash to only compress
lightly, it might work. But my users are on DSL/Cable modem. So, the upload
speeds are usually pretty low.
But, thanks for the Merapi idea. I'm starting to think that if I want to do
this, I should do it the old fashioned way via a traditional Windows app!
Visual Basic, maybe?

with AIR, maybe you can take a look at Merapi? Merapi allows you to use the
clients JRE and well, do anything the JRE can. It is a wee bit in-flux at
the moment

My homework on this says FMS (or some hack in the RTSMP space) is the only
way. There's a neat project out there than can make movies from webcams
but it does it by pulling individual bitmaps and stitching together the
movie. There's no corresponding "frames" in the audio to capture.
