I believe Darin is correct that wrapping isn't available here.
I honestly do not like the way the form elements work, I just about pulled my 
hair out trying to get them to format correctly and just gave up and placed 
text without form elements.
FYI
For Datagrids you can use wrapping but you have to explicity set it in the 
datagrid tag before it will work. In 2.0, don't know if this was updated in 3.0 
or not.

  I can't seem to find out if this is a known bug (I looked)....but if I have 
text inside a form, the text will not wrap.  There is space for the text to 
wrap, but the text itself is not wrapping.  So, if you delete some of the text, 
the space gets smaller, but will not wrap.  Text outside the form wraps fine...
