I am using <mx:Text />.  And yes, it will wrap if I set width or height to a 
value (not a percent value) but that is not what I want.  It works with 
percentage width/height outside of the form, not inside.  

I guess I give up and will just not use a form.

I believe that mx:Label is not capable of wrapping, you'll either need
to use mx:TextField or mx:Text which do have the ability to wrap.
