I little followup here... I've gotten a SQLite JDBC driver and have
managed to get it working with CF.  I can dynamically create a DSN
using the CF admin API, create a database and pre-populate it with
data all automatically on the server.

My next challenge is going to be getting that rather large file up to
the AIR client, saving it to the right location, and then connecting
to it.  Oh yeah, and there is the matter of securing this file so that
any ole shmoe can't download it...
