Well come to find out it was Windows XP Service Pack 3 :) It doesn't explain why on Windows Server 2003 things still didn't work, so I may have to figure that one out. But, I decided to downgrade from XP Service Pack 3 to Service Pack 2 and run all the SP2 updates. After doing that, and after reinstalling IIS, MSMQ, and WebOrb, everything began to work just fine.

Let's hear it for Microsoft!

I've tried everything I know to do and am at a complete loss at this point
(including reinstalling WebORB).

The above error continually gets thrown once a consumer.subscribe() is
invoked.  I'm running on Windows XP Pro SP2 in case that matters.
