I worked with a client once needing this.  Though largely we never finished due 
to budget/time.  Yes, you turn on the flag in compiler options to activate all 
of it. Lot of details here

Note that when looking at setting tab orders, these are global, NOT relative to 
the parent container.  The client I worked with used the screen reader tools 
Jaws and Window-Eyes.
