Or that everyone is able to use it for free. My previous example of a licence was available to all: the discrimination comes on the part of the developer willing or not to accept its terms. It's still available royalty-free to all, though. While you might not accept the definition, it's well-accepted in general that "royalty free" doesn't imply any other non-financial meanings.
