No, it's not saying that. It's saying if you build an application using ExtJS under GPLv3 then you *must* distribute it (i.e., it's AGPL-ish). The clear intent of the licensor trumps the language of the license, and their clear intent is that you do not get "something for nothing": if you use ExtJS, you must "pay" either for the commercial license or by contribution of code.
