However, as Sam noted, the Linking exception is not in the standard
GPL, but an additional licensing clause added by the licensor. See

Technically, the GPL covers all works “based on the [GPL] program” so
it does cover developped works and not just the distribution of such
works. Of course, the main obligations arise when you distribute such
covered software which is why a lot of the focus is on distribution.
