Unfortunately 'ldd' on the nanonote segfaults when used on shared libraries so I cannot easily check what plplotluac depends on. Did you try to install the other plplot-* packages from the link I provided? Maybe the plplot-cxx*3_xburst.ipk is needed, too? I also noticed that plplotluac is not executable (try chmod +x), but that doesn't seem to cause any problems here.
