I (and many other I think) am waiting patiently for a per user traffic
shaping and in combination with captive it would be realy cool to...

Technically, it would be possible to get use the 
same trigger that adds a firewall rule to let the 
user through the gateway when he authenticates to setup a CBQ rule for
it. Would it be difficult to implement within pfsense?
