People on this list say that Mozilla Thunderbird, Evolution and Konqueror show charset=ISO-8859-8 as Logical. The first 2 mentioned mailers even send ISO-8859-8 as Logical (I can't test this claim). I may see that my Konqueror version is a bit buggy regarding text selection, but it clearly applies bidi to a "Content-Type: text/plain; charset=ISO-8859-8" page.
