Your challenge is to support a flagship school, where you would get the PR value, and your work, if successful will be copied and adopted everywhere. Helping the poor is a noble idea, which I wholeheartedly support for moral grounds, but is not what would get you much in term of OSS adoption, just like donating fashion clothing to the poor would not help your become a famous designer. You want to reach the opinion leaders, and the people who are in position to tell others about it.
It is kinda socialism versus capitalism. The first one is nice in principle, the second one more practical. That said, one needs to make money from the project, so the profits can be used to buy promotional material (and politicians/administrators/supporters), or at least do it in a way that gets financial support from donors. Otherwise, it would not go far beyond a few green shoots. You have to compete with business interests, like MS and Apple and others, who would be able to offer free training, catered technical meetings, etc. Just my 2 cents, and please, if this gives you an urge to start a flame war, suppress it. It is not written with an intent to start a fight, and I am too busy/tired to respond to flames. Thanks!
