Somebody should teach them about rsync or even better git. You would then be able to do a quick update as the diff is typically very small, even if they do daily updates. A compressed file like zip is one of the worst possible options for incremental updates.
I still wonder if you can now get answers to questions like "which line is the fastest going from A to B"? I tried that on the eged site and it was simply broken. They once give me three options without any indication that one of the buses took 9 minutes from A to B and the bus I took took 45 minutes. When I complained I got the reply that the replies had to be short to fit into SMS...
