The graphic on the Neo homepage is right, the euro-symbol € is on SHIFT-7
and the dollar is on SHIFT-6 (and also on Mod4+ö). So this is a bug, but
we thought that we already fixed it. Are you using a recent download of
http://neo-layout.org/kbdneo64.zip ?
