We faced the same issue and it was so hard for us to determine this.
We had to spend two days to realize this was causing issue, at one stage we
thought of rewriting the flow itself :< .
Our application is on weblogic 10.3 and Spring 2.5 with web flow, Ajax &
Firefox.
For now we will use paging.banner.placement as either 'both' or 'top'.
