don't believe this is correct, I can pre-compile my JSPs just fine. If
you're using a Servlet 2.3 container - you don't have to declare your TLD in teh
web.xml file - you can just put the URI in your JSP.
Also,
the URI is not expected to be a valid URL.

I found a small "bug" in the .tld that prevents it to pre-compile jsp pages with jspc.
Indeed, the uri in the tld is <uri>http://jakarta.apache.org/taglibs/display</uri>, and to be able to use jspc, it has to be replaced by <uri>http://displaytag.org</uri>.
So, I think it would be nice to have that fixed by default.
