The install command. That's how I did a first draft, and that's how
Chris did it in his patch, I think (I have not studied it carefully
yet). An uninstall command which does not work without installing in
a special way does not make any sense.
Keep in mind that system-managed packages (e.g. RPMs) must NOT
install this file, to prevent users from uninstalling them without
the tool. So, there must be at least a way to suppress its creation.
