Why forcing them ?
How about a cronjob or something like that which find packages without
distribution and get from there all distributions possible on their relative
homepages and mirror them on Pypi ?
It's not perfect, but it s an idea. One of the drawback is that Pypi can have
outdated things.
It would be also a big help in the meantime packagers update their release
procedure.
