That seems like a pretty plausible guess to me as well, so having an overlap between the tox maintainer base and the virtualenv maintainer base would be a very good thing. It also occurs to me that one way of building a regression test suite for virtualenv would be to pick particular versions of (e.g.) tox, pew, and pipenv, and use their test suites with the development branch of virtualenv.
