Your question is about DITA and not about XMLmind DITA Converter. In principle, I'm not allowed to answer it (http://www.xmlmind.com/ditac/support_policy.html).

I see 2 ways to achieve what you want:

1)a) If you want to limit the number of TOC entries whatever the output format (i.e. PDF or HTML), then, in your map, add attribute toc="no" to all the topicrefs (of any kind: topicref, topichead, part, chapter, appendix, etc) you want exclude from the TOC.

1)b) If you want to limit the number of TOC entries but only when generating PDF and not when generating say HTML, then you'll have to use 2 different maps, one for PDF (having toc="no") and one for HTML (not having toc="no").



2) If you can program XSLT, customize the XSLT stylesheets (<DITAC_install_dir>/xsl/fo/ditac_toc.xsl) that generate XSL-FO the intermediate format used to ouput PDF.
