I didn't manage to reproduce the problem using one of my DITA documents.
It works just fine when I generate PDF or HTML.
From now, I'm only trying to *guess* what happens in your case:
If
* you have <xref href="my_file.dita#bb_calc/asset_type_cap"/> in some of
your topics.
and
* "my_file.dita" is *not* referenced directly or indirectly in any
topicref of your map
then
XSLUtility/ditac will not pull the contents of "my_file.dita" to create
the generated content and hence you may get
Unresolved ID reference "bb_calc__asset_type_cap" found
In other words, with ditac, a simple link to a topic is not sufficient
to pull the contents of this topic into the generated content. This
limitation is documented at the very end of this appendix:
