No.
We'll probably start working on fully implementing DITA 1.3 in XMLmind
DITA Converter (which is embedded in XMLmind XSL Utility and in XMLmind
XML Editor) *several* *months* after DITA 1.3 becomes an OASIS standard
(which is not yet the case).
Why wait all this time? Simply because for now, there is no sufficient
demand for DITA 1.3 features. DITA 1.2 already has plenty of features,
is extensible and, in our opinion, is already very complex to master.
If you want the most up to date DITA 1.3 support, for now, you have no
choice other than using tools which leverage the DITA Open Toolkit
(http://www.dita-ot.org/). This is clearly stated here:
