You are most welcome to fork XMLmind DITA Converter. (Of course, please do not call your open source project fork *XMLmind* DITA Converter.)
Do not hesitate to keep us informed of what you do with ditac. When you'll have something working, we may redirect DITA 1.3 users to you.
