Sounds like Apple's non-traditional network capabilities are much better
than Android's. Or at least as Android is set up on my Samsung phone. I
can't do DHCP reservations and can't control which IPs are handed out
via DHCP. At the moment I'm finding that the phone I use as the tether
is handing out one IP while I have a different one coded on the Pi.
OrangeSqueeze running on that phone has simply stopped connecting to LMS
on the Pi at all. But if I network in an older LG phone, its
OrangeSqueeze instance will happily connect on both IPs, that is, the
one that the phone's DHCP is handing out AND the one I have hard-coded.
I love computers.

I'll look into hostap again. I remember seeing it a while back and
getting the impression that it wasn't going to be happy unless it also
had an Internet connection, which would not necessarily be the case in
the car. Maybe I completely misunderstood.

As for the powerbank, I wasn't able to find a GP for sale in the USA
(maybe I didn't look hard enough) but the makers of
https://www.amazon.com/gp/product/B06XN5SGTV claim that it will work or
my money back. I'm not 100% sure they understood exactly what I was
asking, but the price is certainly right.
