Thank you for suggesting this and giving me the kick I needed to get it
set up. I followed the instructions at
https://frillip.com/using-your-raspberry-pi-3-as-a-wifi-access-point-with-hostapd/
and it worked the first time. The setup detailed there includes a DHCP
server, but obviously you're happy without one.

One thing I learned immediately is that once I tell my phone to connect
to the Pi, it assumes it will receive all data from there even though
when it connects it warns that there's no Internet. That means no Google
Maps or anything else that would normally use cellular data. Or at least
that's the case on Android, maybe that's another thing Apple does
better. The fix is simply to start the music, then turn off the phone's
wifi until the next time it's needed. On the upside, the access point
method means server discovery works in OrangeSqueeze, which wasn't the
case with tethering. If I really want to go overboard, I can just take
along an old phone strictly for use for LMS control. Since I
occasionally drive for Lyft, that might be a fun toy for the passengers
to play with.
