You'll never cover everybody's needs, but you can cover the vast
majority.  In practice, DB settings are likely to differ per
developer.  Template paths may very well, too.  Middleware and
installed apps probably aren't going to change from developer to
developer.

I think the problem is that there's no real endorsed way of doing it.
A note saying "such and such should appear in a user_settings.py" file
would probably go a long way to alleviating some of these recurring
queries.
