Question 16 in VIES faq has a link to WSDL file:
http://ec.europa.eu/taxation_customs/vies/en/faqvies.htm#item16

There is also a form that can be used for manuel queries:
http://ec.europa.eu/taxation_customs/vies/en/vieshome.htm

There is nothing fancy but it just work.
