I'd be -1 on including one with Django for the simple reason that FTP is dangerously insecure. Anyone still using FTP should be encouraged strongly to switch. The is the same reasoning behind not shipping with a CGI handler -- Django shouldn't make it easy to do stupid things. Now, a SSH/SFTP backend... that would rock.
