I agree that the perception definitely discourages contribution. Reports which could identify "stale" tickets would be neat. In a similar vein, it'd also be great if under the ticket summary, some "hooks" based on the current ticket state could be added. E.g.: "This ticket requires documentation - can you assist by adding some?", or "Please try out the latest patch and report back as to whether it's working for you".
