I'm guessing by the date that my comments on the ticket were driven by
the fact that I was triaging hundreds of tickets at the time. On
reflection, what you're describing makes sense to me -- I can't seen
any obvious reason why list_editable or edit actions should be
available on a selection popup (raw_id or otherwise).
