While graceful degredation is important, it isn't something that a web framework should provide. It is something that you, the web application developer, should provide. Simply code your web pages to function reasonably without JavaScript. Then, use JS to add the bells and whistles. I can't speak for the admin contrib app, just in case that is what you're referring to.
