I'll suggest you try to estbalish contact to the current Uzbek
coordinator to ask him if he still has the motivation to coordinate the
team.
Meanwhile I added you as a translator so you can immediately start to
translate.

It is still time to include your language in Django 3.0 if you make good
progress soon (core should be near 100%).
