I have provided a pull request for a Makefile at:
https://github.com/django/django/pull/2906
Its main concern currently is also to run `make test` easily.
Regarding the comment from mtredinnick above:
> Not every system will have make on it
That's not a reason to not provide an easy path on systems where it is
available (Linux, MacOS, ..).
