OGRException and GDALException are basically the same thing, as they both
refer to exceptions related to the GDAL library. The OGR/GDAL names are an
internal distinction depending on technical issues which are not much
significant to the API user. I therefore suggest to keep only
GDALException, while keeping OGRException as an alias for backwards
compatibility.
