I don't like the error handling ("ignore") in this conversion at all. It
loses information. Jeremy Dunck has suggested on the mailing list that
smart_str() is probably sufficient (converting to a UTF-8 bytestring),
which won't lose any information.
Moving back to Accepted because I think Jeremy is working up a patch.
