#27097: Add introspection for index type

Allow introspecting the type of index (e.g. btree, rtee). This is already
[https://github.com/django/django/blob/9f27735612fc775380d7801c68af0ea1c97cf5a3/django/db/backends/postgresql/introspection.py#L148
implemented for postgres] but is something that can be implemented for and
leveraged by all backends.
This would be useful for writing tests while implementing new index type
using the class based indexes. Also a requirement for it
