How about the intermediate option of adding a `--no-check-consistency`
command line argument.
The benefit of this is that it allows the gradual improvement of the
checking algorithm, while still providing an easy to use workaround for
when one hits a corner case. Because right now, if you use 1.10, you're
blocked for 1.10.1 to fix it.
Then, for 1.11 we can still re-consider the consistency-checking.
