I've created #14026 to track the request for a settings.py variable. This
ticket should just be for changing the default and should probably be
hashed out on the django-developers group.
I personally am in favor of putting something like this in milestone:1.3
or milestone:1.4
Although the change would be slightly backwards-incompatible it would be
nowhere near as radical as other changes made in milestone:1.2 such as
template caching which would have broken custom template tags that weren't
thread safe.
