It only helps in some cases. When an original list of addresses does not have at least one space or tab after each comma it still gets broken because sendmail inserts a space after a comma, and relaxed canonicalization only compresses whitespace to a single space but does not eliminate it, so it does not help. A less agreeable choice is not to sign To and Cc header fields.
