Not at present, though there is a feature request open about it.

Doing so is somewhat complicated but I'm trying to envision a way to do 
it.  For now though, if you have the AutoRestart feature enabled, you can 
kill the child process, and the new child spawned by the parent will 
re-read all of the configuration and key files when it starts up.
