The long fix is non-trivial.  The quick fix may not solve all 
cases.  Whether anyone would be satisfied with that is another question.

The short fix would be to add a space after a comma in the address 
headers.  That in combination with relaxed/ canonicalization would be 
a partial solution to the problem.
