Is the mail originating from 127.0.0.1 (on the mail server itself), or
from a mail client running on a separate workstation? If it's from a
separate workstation, you'll need to add the workstation's IP address to
/usr/local/dkim-milter/etc/dkim-filter.ilist.

> test._domainkeyi.hoge.com. IN TXT "v=DKIM1; g=*; k=rsa; t=s; p=MIGf・・・AB"
> _policy._domainkey.hoge.com. IN TXT "t=y; o=~"

I'm not sure if the '_domainkeyi' above is a typo in your email or a
typo in your DNS record... should be '_domainkey' Neither of these
records currently resolve via public DNS, which is another problem in
itself.
