Problem solved! The culprit is sendmail configuration. Default value for 
MustQuoteChars in sendmail 8.14.2 is [.'] changing this to just [.] makes 
sendmail consistent with my MUA so the headers don't get requoted. As far 
as I understand RFC2822 ['] is a plain text character and should not need 
to be quoted.
